The newly found South Sudan Air Force roundel is not a concentric circular flag design, but a circular design of the flag as it is.

A roundel is posted onWikipedia, but its status is uncertain. It shows the colours of the national flag in a concentric arrangement with the blue triangle and yellow star on the forward side.

Regarding the South Sudan Air Force, I found picture of helicopters with the national flag painted on the fin only, but there is no aircraft roundel..
